Ordinance 53493,
approved August 5, 1927, shall apply to all improvements made under the provisions
of this chapter and to all proceedings relating to such improvements and to the making,
collection and enforcement of special assessments therefor, and to the mode of paying
for the same, except insofar as the same shall be in conflict with this chapter.
