There shall be two modes of payment for the portion of the cost and expense of any
local improvement contemplated by this chapter, and payable by special assessment,
to wit: "immediate payment" and "payment by bonds." The mode adopted shall be the
mode petitioned for in case the improvement shall be made upon petition. Otherwise,
the Director of Finance and Administrative Services shall make a recommendation to
the City Council as to the mode of payment, and the mode shall be the one designated
in the ordinance ordering such improvement.
